Active Citizenship
Programme Purpose
This programme is called ‘Active Citizenship’. It consists of three modules – Self-Advocacy, Community Participation and Work Experience. The target group of learners is adults with intellectual disabilities, most of whom have limited experience of formal education. These adults will have significant communication and literacy support needs. Learners can choose to complete all three components of the programme or can opt to do just one or two. The programme offers a transfer and progression route for learners that previously completed minor or major awards at level 2 on the National Framework of Qualifications. The Task Force on Active Citizenship (2009) defined active citizenship as being about “engagement, participation in society and valuing contributions made by individuals, whether they are employed or outside the traditional workforce”. The Task Force recognised that some people are better able to participate than others and identified the economic, social and political power inequalities across Irish society. Persons with disabilities face significant challenges in being recognised as active contributors to society. They may have little access to social and political information, and limited opportunities to engage with decision-making structures. This programme sets out to address some of these issues. In addition, the New Directions Interim Standards for Day Services for Persons with Disabilities (HSE, 2015) highlight the importance of advocacy, community, education, and work. Organisations must identify ways to achieve the standards and provide person-centred supports to individuals using their service. The purpose of this programme is to: • support each learner to make their own choices and decisions • raise each learner’s awareness of citizenship and how it may be relevant in their life • highlight the needs of different groups in the community • introduce the concepts of local, national and global politics • facilitate each learner to participate in their community • encourage each learner to consider their role and the contribution they could make to society, for example, through volunteering or paid employment Learners will have the opportunity to take part in a community project of their choice, to consider their career options and to engage in a work experience placement.
